I became a landed PR at the start of 2011. I stayed in Canada for 3 days afterwhich I returned to my home country because I have a job there. I intend to stay in my home country until it's time to return to Canada to fulfill my PR obligations. My questions are
1. Do I need to declare myself a non-resident of Canada? My home country does not have a tax treaty with Canada.
2. Since I do not have ties with Canada, what are the consequences if I do not declare myself a non-resident?
 
Since you are not living in Canada yet, have no property and no income in Canada, you don't have to file taxes. You are already non-resident and never even became resident.
 
But if your partner and dependents are still living in Canada, you might still be a tax resident even though you live outside Canada.
