Non-Accompanying Spouse due to delay in ECA

Hi everyone,

I recently received my ITA and I have a question about my common law partner who is in canada now on a working holiday visa and is indicated as non-accompanying in my PR application. Because of a big administrative delay and the package being lost in shipping going from one consulate to another, my partner has not been able to receive his university degree certificate to send it to WES and get an ECA in time for me to include him in my application so we decided that I should apply for myself first then apply to sponsor him once I receive my PR.

I plan on including an LOE to explain why he is indicated as non-accompanying in my application. I have explained that due to the delay, he was unable to provide me with his ECA number and I could not claim points for his education so we decided I should go ahead and apply for a PR for me first before applying again to sponsor him. Do you think this reason will convince the immigration officer? Is there anything I should add or remove?
