I think my NOC code is similar to 1221 (Administrative officers).
Can I apply CEC ?

I think you should be good if your code is 12XX.
but be careful with it that the job duties do match with the one you find in NOC, cuze I know Administrative officer does have any other one that is not within NOC 0, A or B.
by all mean, make sure!
