2283 is not listed in it.

This NOC 2283 is listed in
http://www5.hrsdc.gc.ca/NOC/English/NOC/2006/QuickSearch.aspx?val65=*

I fall in this NOC 2283 now and I fulfil all other requirements.
Can I apply FSW immigration now under this NOC after Feb 27, 2008 changes?
