So, you may be UNIQUE applicant for specific NOC B, but there might be 60 others that were already filled leaving you out of "seat" even there was no "race" within your NOC.

and manually check how many applicants applied in that specific NOC in the year of 2013.

open up the link to the spreadsheet collection and then every single spreadsheet for 2013.
Happy counting, all NOCs should be on the spreadsheet so you should be ablet o count applications.
For example September 2013:

0 applicants in the 2282 NOC. But that's only what has been reported on here, there's a lot of applicants
who applied and are not signed up here.
