I am currently working as Software Engineer [current designation] in India. I have applied EOI for NOC 2173 in Dec 2016.

My job duties are more as a programmer and performing coding for web applications and softwares.

My question are:

1. Should I change it to 2174 ?

2. I have researched that 2173 is regulated and it needs certification in Canada, I am not sure about 2174, does this NOC too needs certification.

3. Is there any possibility for SINP to open this categories 2173, 2174 for year 2017 ?

2174 is a better choice for developers in my opinion as it straight forward responsibilities meant for programming. 2173 has few additional stuffs I believe. I don't know any province that has 2173 in the in-demand occupation and not 2174. So better to go with 2174. If you already submitted EOI to some province with 2173, then just stick with it. Make sure that your responsibilities letter align to what is given for that NOC. Don't stress much on this as all IT related professions in 217* NOC would have some sort of overlapping in them.

I was also confused between the 217* NOCs as they overlap a lot but I ended up going with 2174. Does anyone know if it really matters once you get your PR? I mean does it reflect anywhere on your PR that you belong to that category of occupations and further affect your job applications or salary in future?

I haven't yet applied to any PNP. My main fear is the what you exactly pointed out that if any province opens for 2173 and not for 2174 at that time it would be an issue.

About the profession in Canada is 2173 regulated, do we need certification ?

Not required for EE. I would still suggest you to go with 2174 because provinces like NB had them in open category (no session attending requirement) last year. They didn't have 2173 I believe. That's the only place where I found it made a difference. If you really want to play safe, you don't have any options other than waiting (at least Ontario) to see the criteria for this year for all provinces.
