NOC 2171 - Cap reached and Applications returned

It has been a few months since cap was reached for 2171, but we don't find any updates for the return of applications.. My app was received on Oct 10th and cap as per SS is Sep 2nd.. So I should have got my file back by now.. I have sent email on Nov 10th and no reply so far regarding status, Seniors help..

One user I think Optimist3 if I'm not wrong, got an email answered where it stated that his application (sept 3) was sent back on jan 10

Hi guys...i applied for NOC2171 and my application was received by CIC on 28th August. I got a DD back yesterday but it is not the one i sent to them. It is addressed in my name and has amount in USD. There is no rejection letter or any explanation with the DD. I havent even received my documents. I don't know what to do..Can anyone please suggest something...
