As I understand, the NOC 1122 has reached the cap on the 05th of November, I applied under the same code and the DHL tracking says that my application was delivered on the 28th of Oct. What will be my status, can I consider my application to have been received among the 1000? Please advise.
 
probably but there is no guarantee. We can only speculate here.
 
Wait for some time because if you are late I mean your application reached them after 1000 then they will return your application within 2 3 weeks. If they dont return then you are safe.

When does the CIC consider the application as accepted, is that on charging CC/encashing BD or on the arrival and acceptance of the application?
 
i am speculating but i think on the arrival. if anything is wrong with the application such as the dd cannot be encashed then it is thrown out. I am so speculating here.
 
If CIO just throws out application package that contains original IELTS result apart from other doc.s gathered after months of hard work, it'd show an highly irresponsible and callous attitude of CIO.

Returning application in case of any discrepancy found is the only sensible action CIO apparently would take as there were may applicants (Post 26th June applicants) who mentioned that their application was returned along with an explanation on why it couldn't clear off all requirements by CIO.

My application was received on 3rd Nov. at 10:33 am, the day when the CAP got full and I am still hopeful until I see my rejected application back in my hands, SAFELY.

I think they would return it. At least I hope they do. I wonder how they deal with the applicants that all arrived on the same day. What would be a fair way to assess who gets to be part of the 1000 and who doesn't. I hope they include all that arrive on the day it gets full. Good luck.
 
Officially, it's "first come first serve".

But again, looking at the history of the cases shared here, it's more more on the discretion of CIO, which apparently is
neither "First come first serve" nor predictable.

Seems CIO has its own way to handle applications which is hard to crack or understanding with certainty.
