So I’m planning a trip to Dominican Republic in July and I’m from Canada. I have a permanent Resident Card but no passport. I was wondering if I can come to Dominican Republic with my permanent Resident Card with a valid travel document (Canadian Certificate of Identity)??

Yes, you can do this. A Canadian Certificate of Identity is explicitly designed for this purpose.
However, there are caveats (you can't go to your country of citizenship, for one), and you should confirm with the Dominican embassy before you travel. Make sure they accept this.
