Can someone please show me the government page where it says sponsors sponsoring their spouse do not have to meet an income requirement? thanks!
 
Section 133 subsection 4 of the Immigration and Refugee Protection Regulations:

Exception to minimum necessary income

(4) Paragraph (1)(j) does not apply if the sponsored person is
(a) the sponsor's spouse, common-law partner or conjugal partner and has no dependent children;

(b) the sponsor's spouse, common-law partner or conjugal partner and has a dependent child who has no dependent children; or
(c) a dependent child of the sponsor who has no dependent children or a person referred to in paragraph 117(1)(g).

Paragraphy 1(j) reads:

(j) if the sponsor resides
(i) in a province other than a province referred to in paragraph 131(b), has a total income that is at least equal to the minimum necessary income,
and
(ii) in a province referred to in paragraph 131(b), is able, within the meaning of the laws of that province and as determined by the competent authority of that province, to fulfil the undertaking referred to in that paragraph; and

You can also read the Financial Evaluation form that reads:
If you are sponsoring a person other than
• your spouse, common-law or conjugal partner who has no
family members, or
• your spouse, common-law or conjugal partner who has
dependent children who have no dependent children of
their own, or
• your child who has no children of his or her own,
you must prove that you have an annual income that is at least
equal to the minimum necessary income to support the group
of persons consisting ...

yes its on the guide 3900 page 6 it says clearly that
"income requirement applies only when dependent children who have dependent children of their own are included on the application"
in case you are sponsoring your spouse with no dependent, you dont have to show minimum income but need to provide proof to prove that you can provide, basic needs to your spouse after s/he lands in Canada.
my sponsor is a university student with no income/no work exp. and i received my PR last month :)

Even with dependant, there is no min income requirement. Its only when you have a dependant who has dependant then only this criteria will apply
