No job while applying for PR

Hi
One of my friends has been laid off since 3 months ,however he has completed 1 year of CEC. Is it mandatory to have job in hand while creating express entry profile or applying for PR?

It's not mandatory to work while you are applying for PR through CEC. As long as he already has at least 52 weeks of full-time skilled work experience (30 hrs or more) or it's part-time equivalent, he can create an Express Entry profile and apply for PR as soon as he gets an ITA.
