Understand one thing, the news which we've been seen on CIC website are AUTHENTIC (be it related to proposed changes or smooth application process).
So don't spread this rumour any more because this doesn't have anything related to coming July FSW openings.
Refer to CIC website only i would suggest for the correct & authentic updates and nothing else !!
This news was published in a major Canadian newspaper. I suspect someone from the government (or connected to the government) leaked this news to the press ahead of the announcement. These types of leaks happen all of the time.
I think there's a good chance the rumour is true.

agree this is just a news artcile - but could be based on some insider information (or maybe not). The conference (mentioned in the article) is starting in half an hour and we'll have our answers by tonight. Lets hope this is not true and just a rumor!
