If the work could be paid work you typically need a WP. The big issue is this is still not a viable pathway to get a WP or PR in Canada given your profile. Not sure if you realize how difficult it is to secure a WP or PR in Canada these days or the high cost of living. Securing an entry level job for a Canadian with a university degree is hard. Even if you are able to legally volunteer you would need to show you have significant savings to support yourself during that time. If you are looking for volunteer experiences would suggest you find a US based charity and consider traveling abroad (not Canada) to gain experience.

What work could not be paid work? Btw, when fire fighters from US participates in clearing wild fires in BC/ON, do they need WP/visa in order to help clear them? Likewise Canadian fire fighters and their equipments sent to clear wild fires in CA, do they need visa? Aren't firemen volunteers?

Almost everything could be considered work which is the issue. Instead of replying to most of my posts perhaps just google. Most firefighters are not volunteers and we have a reciprocal firefighting agreement with the US so that resources can be deployed quickly without having to address immigration issues every fire. As I previously said most firefighters do not volunteer. Volunteers are typically limited to small communities who can’t afford to pay for a full time fire department and don’t have a regular need for one. They remain in their own communities because that is not their actual job. How is this related to the actual question?

I vaguely remember years ago when I worked at the airport and Ontario were sending hydro people down after a hurricane in Florida

The workers got denied entry by obviously someone new .
Took one phone by the group to someone who called someone in the US Government and someone came out from immigration to immediately process them

Never seen anyone processed that fast

A US citizen could not come to Canada as a random visitor to volunteer at a fire department because the work could be paid work. They would need a WP.

Yes this ridiculous which is why I asked you to stop replying. For the benefit of OP if a job could be paid it requires a WP. Even if there are volunteer firefighters in a community it does not mean that this may not also be paid work or could be paid work so you could not volunteer as a visitor.

But you replied despite being ridiculous. You asked me stop replying to most of your post, which it's not true. Regardless they get paid or not (volunteer in case), there's the special agreement when there's an emergency... you can read all you want in the above link or the link you gave.

I keep seeing new roadblocks whenever I dig deeper, and some things aren't clear, so maybe this board could help.

I'm in the US. No degree. No job. I'm not a child and not a senior, I have no relatives in Canada. I want to eventually become a Canadian citizen with full benefits. I want to move to Canada next year (probably Toronto or Ottawa), rent an apartment, do volunteer work, and get a job, but I don't know what job I will get. I have no licenses to show I'm skilled at anything, but I'd ace an English test and I'm healthy and have a clean record.

So, should I get my passport and apply for a work permit, then they'll send me a Visa as well as the permit and I'll be able to live and look for a job in Canada and then I could renew the Visa and work permit until I've worked full time for a year and then I could be a citizen? Or what?

That link covers US accepting assistance, but even so, almost certainly does NOT apply to situation being discussed here (which is, yes, silly). Requirements would almost certainly be that only in an emergency, and covering only existing personnel (e.g. firefighters) of some US-based org providing assistance when requested by a Canadian entity (likely a province). Not to mention would be severely time limited, that is, to an actual emergency.

A complete and utter dead end for someone who is in US who is not already a firefighter, and wouldn't give much time in Canada anyway.

So let's just drop this.
