My take on this, after going thru the website, is that AVO is yet to use any of the 1400 visa allocated to it for FSW for the year 2014. The reason is that, if you look at the bottom of the website, it shows that the webpage is recently modified, 11/3/2014, which is last week tuesday. This means the immigration plan of cic and operational targets for visa offices just took effect from 11th of this month going forward. I think this is the reason why AVO has been foot dragging waiting for cic to officially release the visa allocation for 2014 which cic just did. You may want to ask why ndvo and some other offices have issued mr, ppr and prv to applicants of our set. I think they do have excess visas for yr 2013 unused which they are using without delays. In accra's case I guess it doesn't have enough visas to extend to us.
What I also found out is that, looking at the sublink on this webpage for the visa office targets(economic), the immigration plan was actually presented last year October as indicated on date modified, 28/10/2013 to the parliament by cic minister and as stipulated somewhere that immigration plan must be presented on or before November 1 of every year. So my conclusion is that for the visa allocation to take place, it must be approved by the parliament, gazetted and published on the website to become law and take effect which it just did.
So the good news is that, now that it is released, accra will/should swing into action anytime soon. Anything positive can still happen this month with fsw 2013 AVO applicants. Let's get ready!

Cheers,
kit01

Youu are welcome. I think with this new visa allocation of 1400 visas for fsw for the whole of 2014, AVO doesn't have any reasons to slow down the process again. Some of the visas will used for fsw 2010 that are yet to get their pppr n prv(if any) and fsw 2011 and obviously fsw 2013.
We should begin to see increased activities for ppr n prv for fsw 2011 and mr, ppr n prv for fsw 2013 anytime soon.
Fsw 2011 n fsw 2013 should get ready to receive the GOOD NEWS.
What I don't know is that now that their are available visas, who takes priority @ AVO for processing? Fsw 2011 or 6sw 2013? We've seen examples in ndvo where fsw 2011 was practically abandoned n fsw 2013 given attention..
Also is it going to be issued as a package for fsw 2013 such as mr,ppr n rpef just as ndvo does or still separately following the usual process?
New information will be welcomed.

kit01.......I appreciate your forensic analysis but the benefit of hindsight shows accra is not as straight forward .When we applied in 2011, cic refers to our stream as faststrack. The VOs were to give us priority over 2009/2010 applicants then. NDVO and LVO complied but accra never did. Accra is known to operateon FIFO bases. So they settled 2009/2010 applicants b4 attending to us. So I do not see accra attending to 2013 appliants if they are not thru with 2011 guys. They are almost thru though and I am happy for 2013 guys because they may have a very short waiting time.

Nevertheless no one has accra operations module. These are at best speculations because my little experience about accra operations, i can boldly say, THE MORE U LOOK, THE LESS U SEE.

You don't need to keep it after the submission. What is important is before submission and sincerely this is critical. I do not know how long you have kept the 1.2m in your account and also the cash flow in the account. If the 1.2m has stayed for some months or at the end of every month you have about that even if it is not constantly there, I think you can just borrow the 600k for few days (if there is good cash flow in your account). If not, I'm afraid you have to keep the 1.8m for some months to show it is ''unencumbered".

Others forumites may wish to contribute.

Good luck!!
Good advice. Though from my understanding, the key word "unencumbered" from the cic POF instructions actually refers to ready availability of fund. That means, cash in one's account which could be withdrawn and spent or easily transferrable. In this case, proves such as shares, properties or long term fixed deposit are encumbered therefore not unencumbered.

On the pension fund argument, it might be that the cic accepts it as POF at initial application level but from the look of things, I am not sure if that will be acceptable at the final stage i.e after MR before PPR. Since the proof they want to see at that point is that u have money readily available to be spent prompt landing. I do not think that Pension funds can be suitable in this case.

Just my opinion.

Uuh, well said. Let's keep hope alive that things @ AVO will change for the better and processing will really be on fast track as planned by cic @ AVO.

MY COMMENT ON PENSION FUNDS AS A POF

I think it is we nigerians that are shooting ourselves on the leg. Oyinbo man states what are acceptable as POF which includes pension fund statement. U find sitautions where naijas would submit pension fund statement and attach a letter explaining that only soso % can be withdrawn - did the oyinbo man ask for this explanation?. ARM PENSION says that they have been issuing the statements for people applying for visas and that no embassy has ever written to reconfirm the statement issued, that means it is acceptable. Moreover for people working from 2004 when the new pension act took effect, the statement shows a long history of ones contribution for like 9 years, which is better that any current, savings or fixed deposit accounts.

Moreover for fswp 2013 , this is acceptable. Maybe some seniors are still looking at the former requirements on POF.

I stand to be corrected on the above comments. Thank you.

SORRY GUYS SLIGHT DIGRESSION

POF at point of entry.

Ekundapsy did a comprehensive write up on this some time ago on this link. I totally agree with him but a few forum members have reasons to stick to carrying loads of liquid cash as POF. I stumble on this, 'explorers response' from the link below and thought that it might benefit some of us not willing to carry plenty liquid cash to canada as POF. After all its Proof of Fund not Proof of Cash.
Explorers experience shows that Proof of fund does not have to be CASH, BANK DRAFT OR TRAVELLERS CHEQUES ALONE. An adequately funded, active, debit multicurrency card/single currency card, drawable in CAD in addition to some liquid cash(CAD/USD) will suffice. read explorers experience below in answering srinivas question on POF at point of entry:

http://www.canadavisa.com/canada-immigration-discussion-board/international-currency-travel-card-t190653.0.html

Reposting my case:
I landed on July 2013 at Toronto & returned to India after 10 days. As a POF I (single) carried bank Travel Currency cards (Visa) from 2 different banks with a total value of CAD 9500. Apart from these Debit cards I also took USD 1000 & CAD 650 in cash. At Immigration counter when asked, I told the fact clearly & the officer asked about type of the cards & also asked whether the money associated with the cards are on loan. I think he meant whether those are Credit cards. He didn't check anything else & simply wrote the approximate sum at the landing paper. Total time I spent on the counter was 2 minutes including signing at the paper at 3 places. I also carried Indian ATM cum Debit cards as safety measures.

Srinivas, keep the stamped statements showing the card value from the moneychanger as a Proof. Activate cards online before travel & test (ptint mini statement) it from the ATM at India. I had a 2nd thought if challenged to prove the card validity at POE, I would go to nearby ATM at airport & withdraw the cash in CAD or the mini statement whichever is accepted by imm officer. Remember every use of your card at Canada would cost al least 2$ at ATMS.

Regards..

Hi,
I have got a Visa international currency travel card issued by a licensed money changer in India. It has been credited with CAD. Will this be acceptable for proof of funds, provided the issuing bank has certified the links between this card and the savings account used to purchase Canadian Dollars and this card?
I am also carrying some cash.
Please provide info on this.

THANK YOU.
