Newly approved Green card holders in the USA - Can they enter first in Canada??

Hi Guys,

This might be a tricky situation. So, my father recently approved for green card (or permanent resident status) in USA. Therefore, if he have his green card with him then he doesn't need any TRV in Canada since they are allowed to enter here by using the green card only.

Our case is, he needs to enter in Canada first since my due date (child delivery) is anytime soon. He cannot go straight to the USA since it will take time for him to receive the actual green card and travel to Canada.

So my question is, is he allowed to enter Canada using the Immigrant visa stamp on his passport? Or do I need to apply for TRV since his green card isn't yet active??

Please advise.
