Any idea when these are likely to be announced or commencing from.

As already noted, there are multiple topics discussing the impending effective date for the amended residency requirements for citizenship. That said, the date is still unknown. Could be any day now. Most likely it will happen by July, by September almost certainly. July 1st is the guess most often made.

New procedures for PR applications have already been adopted and implemented. See the CIC website for details, and participate in the immigration part of this site, including for more information about the Express Entry process for example.

Overall, the PR application process and requirements seem to be perpetually in a state of change, so for those planning to apply for PR or who have a PR application in process, it is important to check the CIC website to keep up to date on current requirements and procedures.

Application forms for both citizenship and PR are also often subject to change, so it is always important to be sure to use an application exactly the same as the one currently available at the CIC web site as of the day the application itself is submitted.

If your query was specifically about residency requirements, as for the PR Residency Obligation there have been NO changes and at this juncture no changes are in the forecast. Of course the law is always subject to change, so PRs should pay attention to news about changes that might have an impact on the PR Residency Obligation, but again there are none in the forecast for now. Here too, there is another conference (part of this forum) regarding Permanent Residency and that is the better venue for questions about the PR Residency Obligation.
