Hi everyone

Last week I become a new PR under the canadian experience class.
before becoming a PR i hade a work permit for quebec and i worked in QC for the last 4 years. after receiving my papers by mail I've done all the preparation to leave QC and move to ontario.

I left my job in QC
I rent an apartment in Ontario where I'm suppose to live
I sublet my lease in the old apartment
I made my sin in ontario to my new address that I'm suppose to move there at the beginning of November

Now the story

while we were waiting for our PR in QC my wife got pregnant and her due date is the end of december.
I went to the Ontario OHIP and I found out that my wife will not be covered since there is a waiting period of three months.
As far as I new in QC there is a waiting period but not for pregnancy, which means that my wife would be covered.

Now we still have our old insurance from quebec RAMQ.

my questions are:

1 can we still use the qc health card since it suppose to cover for three month after leaving QC?

2 maybe it will be a good idea to just stay in QC even that we are suppose to live in ontario, and if so will the QC health insurance continue the coverage from day one or we still going to have a waiting period?

3 If we will decide to change our plane of moving to ON after becoming a PR under these circumstances will it affect our immigration since we said that we are going to live in ontario after become a PR?

Please help me decide what to do in my case.

thanks for any advice

1. Your RAMQ card will cover you for the 3 month waiting period in Ontario so don't let this stop your move. OHIP will need proof of Ontario residence and PR status so apply right away with the required documentation at the relevant registry/ service point.

2. You will however find that many medical facilities refuse RAMQ cards and want you to pay then claim the funds from RAMQ. Normally OHIP would claim the funds from RAMQ for services rendered in Ontario then pay the providers. RAMQ have a reputation as bad payers so monies inevitably get delayed getting to OHIP and being forwarded on. These practices have some hefty bills so waiting for the funds isn't something they want to face and its just easier to bounce RAMQ patients unless self paying.

Many many thanks for your answer.

I've checked in RAMQ website and from what I read it's different for person who held a temporary status
I can't send a link

"Health insurance card
Persons eligible for the Québec health insurance plan are those who reside in Québec within the meaning of the Health Insurance Act. As a foreign student or temporary worker, you may already have a health insurance card.

As a permanent resident, you will have to file a new application for a card to the Régie de l'assurance maladie du Québec (RAMQ) by presenting documents related to your new status.

The RAMQ will tell you what steps to take and when your coverage will begin. It will also tell you whether you are subject to a waiting period (three months). If this applies to you and you are not covered by group insurance from your educational institution or your employer, you are advised to take out private insurance for the waiting time period."[/quote]

If I will be covered thats great and I don't mind even to come to Qc for the birth and then go back as long as my wife is covered.

again many thanks for your answer.

Sorry I'm not clear on your second post...your RAMQ card will cover your medical visits etc in Ontario for 3 months...the problem is that many of the medical places may refuse your RAMQ card. This is probably 'unconstitutional' but you will get your money back by submitting a claim to RAMQ if you have to pay for any of the services in Ontario. The major hospitals may be more likely to be ok with the RAMQ card..its the family physicians and labs who may be more likely to refuse the RAMQ card. They usually have a notice on the reception to the effect that RAMQ cards are not accepted etc. Check with the clinic and hospital you will be attending in Ontario if this is an issue for them.

Dear Msafiri,
thank for your reply

I called RAMQ today to verify my rights and here is there answer

as long as I'm living in QC my card will continue to cover me even that my status has been change from temporary resident to permanent how ever we need to notify them but whether we will or won't we can use the card and we are covered
If we decide to leave montreal to any other province RAMQ will not cover us for 3 month not even for one day, coz we were not PR holder when we had the card that we still have.
In a simple way as long as we continue to stay in QC we are covered.
even that we left QC for a period less then 21 days we are still covered.

I hope it will help other that face this situation as for me I will need to make a design fast so i will not lose cover here.
