Yes, you have the same eligiblity as a citizen. Most provinces have a waiting period of 3 months. It is paid for through your taxes, though I think someone once mentioned that BC charges a monthly premium as well.

If you have no income you will not pay that OHIP premium. But you'll end up paying taxes in other ways; such as just suggested, through sales tax. Death and taxes and all that...
