Hello, I became a PR in 2021 but did not provide an address at the port of entry, and wasn't aware of the 180 day rule. Big mistake :(

I applied for a PR card using the IRCC PR portal, and filled out an IMM 5444 and uploaded the backup docs. Yesterday, the portal updated with a message that my application was 'returned' and the return reason just said 'wrong application.'

The form seems to be clearly designed for this situation- a new PR card- so I'm not sure what I should do instead. Is it possible that the online form is not ready for use, and that I instead need to fill out a paper copy? I'm afraid if I take the time to fill it out and send it in, it'll get returned as well. I'm at a loss.

Has anyone else recently applied for their initial PR card after missing the 180 day rule? - Of course, no one answers the IRCC 800#, so I'm not sure how else to get an answer.
 
I don't even know what 180 day rule you are talking about.

Did you apply from within Canada / are you in Canada now?
 
After you get the right to permanent residence in Canada, and then 'land' in Canada, you have 180 days to provide a mailing address or you don't get your card. After that has passed, you have to apply for a PR card separately- the one you would have received as part of your PR application is cancelled. I applied outside of Canada, landed, but did not provide an address at landing. I live in the US on a border town, cross regularly, and have an address in Canada.

From CIC:
"If you did not provide your Canadian mailing address when you became a permanent resident, use our online address notification tool to send it to us. You must provide your address within 180 days of the day you become a permanent resident. If you do not send it within 180 days, we will cancel the PR card and you will have to apply for another one and pay the processing fees."

I suspect this is your problem. To apply for a PR card, you must be residing in Canada (and apply from within Canada).

How strict they are/how thye check in cases of those 'crossing regularly', I do not know.
