I believe you still need to attend PDOS since your ultimate final destination is Canada. If your spouse is a Canadian citizen, you need to attend GCP and obtain a certificate. Luckily for my wife, she did her GCP before we applied for PR since she wanted to use my name.

GCP is the Guidance and Counselling Program which is for Filipinos whose spouse or partner is a foreigner or a former Filipino, since I am a former Filipino who holds a Canadian Citizenship when my wife and I got married, she was required to attend GCP before she could apply for her passport that is needed for our Sponsorship application.

Since your mom is your sponsor, you would need to attend PDOS and complete it before you can leave the Philippines. PDOS requires that you have your Passport with Visa and CoPR whereas GCP only requires you to be married to a foreigner or former Filipino before you can register.
