Then reapplied via portal in Sept 2019. Got PPR in October (took 30 business days)

I would most definitely ask you to reapply. My parents file was also in new delhi.

What is the link for submitting the web form request for the Visitor visa applications submitted after September 7th 2021? I have seen a quite a few links but couldn't figure out whats the correct one to submit the request. Thank you in advance.

The reasons cited for refusal were:
1. Family ties in Canada and India;
2. Purpose of visit.

The application was from India.

There was no separate message on eligibility review. We directly received the refusal message on 8th Nov.
