He is a visitor so he can visit Canada and stay up to 6 months or as determined by CBSA when he enters. What do you mean need a host?

Oh ok .Though he has 10yrs visa ,he can do multiple entry but cannot work and the maximum stay per visit is 6mths .Please clarify?

It is a 10 year visa but he cannot stay that long. When he enters, CBSA will determine how long he can stay up to 6 months. Of course he cannot work.

Even with a 10 year TRV it will be assessed at the border whether you can enter Canada and how long you can stay. Whether you have funds to pay for your visit, somewhere to stay even if it is a hotel to stay in that you can afford to pay for, whether you have strong ties to your home country (a job, a home, a spouse or children, etc.), etc. will determine if you can enter Canada and how long you can stay.

It is extremely unusual to require a host family vacation in Canada. That would mean you likely don’t have the funds to pay for a hostel or hotel. In case your brother was under the impression that he can arrive in Canada and easily get a work permit that is also incorrect. If he is able to find an employer that is willing to hire right away it will likely be a 6+ month process to get a WP with no guarantees of approval.
