New employer in Toronto but I'm in Vancouver

Can my new employer filed a closed work permit for me and I can still be in Vancouver? I'm wondering if this is possible. If ther's a way my employer will allow it but I'm wondering if IRCC may cause problems saying employer is in Tornoto and I need to be in Tornoto
