Use identification type as "Application number/Case number" and enter your file number along with all mandate information. the site is working fine and you should be able to access it.

I’ve been trying since I’ve applied (8-9months). It has never worked for me. I’ve even received pre-approval 3 weeks ago.

That's strange. I heard that people are having difficulty linking the file in GCkey account but never heard of any issues regarding checking the application status in ECAS. Send a case specific inquiry to CIC explaining the technical difficulty in checking application status in ECAS
