You should apply notes way before to see what's going on in your file. As Nabaaf advised on the other post, do order notes ASAP and MP inquiry too.

1. Have you ever been refused a visa or permit, denied entry or order to peave canada or any other country?
Ans: yes, My visa was not approved and it was denied.
2 have you previously applied to enter or remain in canada?
Ans: what should I answer on ths?

I applied visitor visa for the first time to my brother which got rejected. What should be answer on ths? He never been to any country?



3. Funds availabe for my stay?
Ans: should I convert his bank balance into Canadian dollar?

the time for processing as given is 22 days

Obviously ur answer should be yes,coz ur brother had applied to enter in Canada though it was rejected bt it was surely an attempt to entry Canada so reply shld be YES.....
Kindly dont forget to gv detail explanation of previously refused visit visa with supporting documents proving that ur Bro's current situation is changed
