Yes dear.. processing time starts from ur application received date...
For 2014 average time for processing is 7 to 9 months...
15 months mentioned on their website is an average time taken to process files from march 2013 to april 2014..

But ishvas how do u know the current time is 7 to 9 months? Hmm.

By looking at the trends.. few jan applicants got visas in 8.5 months timelines.. feb applicant got visas in 7 to 8 months timelines.. 1 march applicant got visa in 6.5 months..
So nothing is for sure but just a rough idea..

you are right ishvas... but NDVO is working in an unpredictable way..
