First of all your Girl-friend / Partner / Spouse must be Canadian PR or Citizen.
For applying for PR through family / spouse bases - there are 2 option :
1) Application for Permanent Residence From
Within Canada – Spouse or Common-Law Partner in Canada Class (IMM 5289)
2) Applying through
Outside of Canada (If your spouse, partner or dependent child lives outside Canada, use the Application to Sponsor a Member of the Family Class )
For you -

As both have different processing time but you have work permit then apply through within Canada, atleast you can stay with your love one..
I suggest to hire a Immigration lawyer who is experienced. Meanwhile, check all NEW DELHI - 2013 APPLICATION forum post from starting, in that you will find all basic details with how to start and what you needed to apply for PR.
