my visa has been refused once, i am reapplying. Can i apply under university category if I have refused study visa once. Anyone's reply would help.
 
You can apply as many times you want in as many categories; just make sure the category is relevant for you (eg- if your institute is in SPP list, you should apply in SPP category) . You can reapply in that category after rejection.

But in University category they have a declaration which states that I declare that I haven't been refused Canadian study permit visa before. How can I sign that declaration? What should I do?
 
Really? I did not know that! Is it a declaration of no previous visa refusal or just a column to disclose previous refusals?
