hello sir,
i filed my application on 31mach 2019
andi got my pre visa approval via mail but now my consultant gave me shock that he forgot to mention my past visa refusal from Ireland in 2016. I told him completely about my refusal and gave him a mail about my refusal he submitted my file online and no forms were shown to me i dont have any acknowledgement about the visa form but now he told me this mistake

I got a mail that that my application is approved and now i have to send my passport to get it stamped.
But i had a refusal in past that my consultant did not mention .
 
Ok, so you have been approved, so for some reason they have missed or disregarded your visa refusal from Ireland so you are extremely lucky. But as I keep saying to people, if you are using a consultant, make sure you see the application before they submit it! Consultants are in it for the money and don't have the personal involvement that you do. That said, if you apply for any other visa's you will have to mention the refusal.

Unfortunately for you, even though the consultant submitted the application, it is you that can suffer any comeback from not declaring it. Try applying for notes, just to see if they did just disregard it or didn't spot the past refusal. Do not use the consultant again as they appear useless at their job.

This may harm any future applications (may not though if they have disregarded it) as is it misrepresentation and if found out could mean you get banned for 5 years.
 
They probably don't have access to Irish immigration data. Depending on the reason (if its just a refusal without you doing anything strange J doubt it matters) you might consider informing them through webform and risk a refusal or not tell them and risk any future applications.
 
Was it Southern Ireland or Northern Ireland. If Northern Ireland, as they are part of the UK, they will find out. Get notes is the only way to know for sure.

my application was submitted online and i had a stamp on my passport of Ireland embassy should i give a apologization letter to the visa officer about what actually happened.

I strongly suggest you submit a Webform to IRCC now to inform them of the refusal. If you don't and you apply for PR in future, the refusal will likely be discovered because the background checks for a PR app are much more thorough. This could result in a ban and removal from Canada.
