According to the passport renewal form you can send it in via mail, but the document must be notarized.

Passport renewal has to be done in person and you also have to make an appointment. You can go to the Philippine Consulate General in Vancouver.

check out the philippine consulate vancouver. it's all there to know all the infos, instruction and to dos. no online register; no transaction. online registering is the only way to be scheduled. no walk in will ever be entertained identified thru not listed on the schedule.

i just made my renewal this september 13,2012 and the release for a regular application will take 6 weeks thru courier. personal appearance needed for new passport photo capture.

Online booking is required whether you'll renew your passport in Vancouver or through the Philippine Consular Outreach Program in your province. The appointment will guarantee you a spot for a day to personally renew the passport. Learn more tips and procedures by searching "How to Renew Philippine Passport in Vancouver."
