I am studying at the University of Toronto as an international student and the fees is very high (CAD 34,000). If i get a Permanent Resident status, it will go down to 1/3rd. My uncle(father's brother) is a citizen and lives in toronto with his family. Can i somehow get PR or citizenship before my 4 years(im in 1st year now) so that i can save the fees of the subsequent years. Any way my uncle can sponsor or i can apply individually will be of great help.

No - your uncle cannot sponsor you.

You can apply independently (as a skilled worker) if you qualify. You will have to read up on the various immigration categories listed on this page to determine if you qualify.
