Job Offer........
Pre-Assessed..
Try looking at different occupations on this page: http://www5.hrsdc.gc.ca/NOC/English/NOC/2006/Occupations.aspx?val=2

Most likely something in the 217 group or the 228 group.

To get a work permit, you will need an LMO unless your job offer falls under something on this page: http://www.cic.gc.ca/english/work/special-tech.asp The NOCs on that page are not real NOCs by the way, they are different numbers to classify the LMO exempt occupations.

There are no such NOCs, you need the exact no. i.e. 0213, 2172 etc.

All of the NOCs in the 217 and 228 groups are skilled NOCs so the work experience will count for points but to qualify to apply as a skilled worker, you need 3 things:

1) 67 or more points on the self-assessment
2) 1 or more years continous work experience in a skilled NOC
3) meet some category of the ministerial instructions

The 3rd part was added in 2008 and the ministerial instructions give you 3 categories to apply under. They are:

Category 1: Your occupation falls under one of the 38 most wanted
Category 2: You have an approved job offer in Canada (AEO)
Category 3: You are already in Canada, working or studying for a year or more

You can read more about this here: http://www.cic.gc.ca/english/immigrate/skilled/apply-who.asp and here: http://www.cic.gc.ca/english/information/applications/skilled.asp

Your NOC Code is 2283 Systems Testing Technicians

PLs visit the page to get more details....

http://www5.hrsdc.gc.ca/NOC/English/NOC/2006/Profile.aspx?val=2&val1=2283

You are in Skill Type : B Category

You are not directly eligible to apply for federal skill worker program.

If you want to get PR Canada.......You have 2 option...

1. You must arrange a job offer from canada. You have to search the job, employer mustl be ready to hire you....in this case, you can apply for PR...You will get additional 15 point for arrange job.

2. Go to canada on work permit, it is easy way, take 4 months with very less document and later stage you will get PR Canada. For work permit, you can hire consultant but beware of dummy agent, they ask for heavy amount....take all the inquiry and the proceed...If you want more detail pls contact me.....before hiring any agent...

For the best details, visit cic web site

Good Luck...

IELTS is must for Federal Skill Worker Program, However there is no minimum IELTS Score requirement. You can score as good as you can, the more you get IELTS score, you get more point for you VISA. Maximum IELTS point is 16. and Minimum Point is 67 to eligible for Canada Visa.

You must constrate on your Total Score ( Minimum 67/ out of 100), not your IELTS Score ( Maximum 16).

I think "Special Categories- Information Technology workers" are only exempt from LMO requirements in applying for Work Permits. And you don't need to show score for IELTS when applying for a work permit, only that you speak and understand one of Canada's official language. For Immigration there's only one "IT" - NOC eligible: 0213: Computer and Information Systems Managers.
