need help with checklist in Buffalo office instruction

Hey, guys
There is no need to put documents about education, work experience and language proficiency into application file according this instruction "Application for permanent resident -Skilled worker- Visa Office Specific Instruction Buffalo" - E37048". It says that they can request them later if they need it.
However, I put them into my application, tu make sure they won't request them.
Did you guys do differently?
What do you think guys about that?
Might Buffalo refuse or delay my application?
