Hi! I received a letter saying I need to submit police certificates from India and other country that I had been but I have never been in India. How do I let them know that it should be my home country instead of India?

and it also says that there is a reminder for the right of permanent resident fee. but I'm pretty sure that I already paid the $1040 when I submitted my application. do I just disregard that reminder or send them the receipt again?

thank you.
