Need Help! Temporary Visitor Visa in Canada

My wife and I are both international students but studying in different countries (she is in the States and i am in Canada). She is applying for a TRV from the U.S. to visit me. In the pre-assessment (the questionnaire), should she select visit family/friends or tourism? I assume to select visit family, but I also hear some people say that a person should only select visit family/friends option if the host person is a Canadian citizen or permanent resident.

Could you guys provide me with some clarification for that? Many thanks!

no, an applicant can visit his family even if they are temporary residencts such as Worker or Student.
She need to proof that she has strong ties to her home country or country of residence. These ties should overcome the fact that her husband is in canada and they are not planning to stay there together. You need to write a strong letter of purpose and show ties back to home/residence.
