Need Help: Surname Blank in the passport-Waiting for Medicals

I am done with my medicals and waiting for my spouse medicals.

VO requested for the spouse documents which I had sent a month ago along with the visa, wp and passport copy.

We realised that the Surname is blank in the passport, but the visa and the work permit has his last name
in the Surname column.

We checked with the Indian Embassy here and they said it can be updated with an affidavit (We got an affidavit notarized) and lead time is 5 weeks.

His only ID here in Canada is Passport and he doesnt want to send that to the embassy for updates in the middle of PR process.
Because, we are expecting his medicals and need the passport to go for medical test.

Will the NY office take any decision based on the missing surname in the passport copy we had sent?

Need seniors suggestions:
- Can we send the passport and get it updated?
- Or wait for the medicals from VO?
