one of my relative got sponsership from his daughter two years back but now he got paralysed due to clot in his brain now i would like advise from senior whether they will get after this such condition .

If he is a PR no problem, be covered under his provincial medical insurance. If hasn't been issued a permanent residence visa, he will most likely fail the medical exam and be refused with his accompanying family.
 
Parents and other relatives are not execessive demand exempt for health requirements. So if the DMP feels he will be a burden on the medical system, he will be refused, along with any accompanying family members, as PMM said.
