So I have been divorced from my wife for a year. I still have one year until I can sponsor my new wife. I would like her To come to canada on a spousal work permit until the 1 year passes by so I can sponsor her. My x wife used me to get a pr and we have two kids who live with her now. Since I can't sponsor anyone yet, how do I bring my new wife to visit me? Can she come here on an open work permit?,

No - she doesn't qualify for an open work permit.

She will only qualify for an open work permit once you qualify to sponsor her for PR (i.e. one year from now). For her to be approved for an OWP, she needs to be physically in Canada and you need to sponsor her inland and include an OWP with the application.
