Firstly, thanks to all for the great support and advices we can find in here. :)

I have a doubt concerning the answer to the following question 'have you applied for a PR before ?'.

I answered 'no' despite that I did apply for PR before (my express entry application was refused because incomplete); I answered 'no' after reading this on CIC website :

I applied before Express Entry was launched, but my application was returned because it was incomplete (or the cap was reached). Do I answer “yes” or “no” to the “have you previously submitted an application” question?

If you got a letter from us that confirms your previous application is being processed, you should answer “yes.”

If you did not get this letter, you should answer “no.” If the application was never formally accepted for processing, we don’t count it as an application.


But now, I have a doubt that my answer may be not accurate. ???

Any suggestions ?

If you were not given a file number then the answer is NO.

So, it was not a paper application but an EE profile created and you got an invite? But, the documents you submitted were returned?
 
If all you ever did was to create an EE profile without ever receiving ITA or submitting your documents, then the answer is no, as you never actually filed an application for anything then.
 
Ok, so as I sent an application (it was refused because incomplete), I should have answered 'yes'.

Now, I have to send a CSE, because I made a huge mistake by answering 'no'. :-[

Well, that changes everything. If you submitted a complete application and it was refused, then you definitely needed to answer yes.

EDIT: Just to make sure: last time around, you submitted all documents, received AOR and during processing your apllication it was refused for being incomplete?

Contact IRCC as soon as possible with an explanation and the best you can hope for is that they will accept your CSE without giving you another refusal for misrepresentation this time.

Yes, I submitted my EE application in December 18th and 3 weeks later, I received a letter from CIC saying my application was refused because it's incomplete (my own mistake as I didn't provide ECA).

Now, I have a new EE application going on (AOR April 20th) and I answered 'no' to the question 'have you applied for PR before ?' because I thought that an EE application that was refused because of being incomplete has never been formally accepted for processing.

I'm really confused about that. :-[

That means you applied for PR and it was refused citing incomplete application. Your answer has to be YES.

Yeah, you should have marked yes, since the officer would have to start processing your application to notice that something was missing.

As I said above, make sure to contact IRCC as quickly as possible with a CSE.

EDIT: your application is formally being processed once you get AOR. After that it counts as a full submission, no matter what happens after that
 
Thank you, I didn't know that. I sent a CSE explaining my misunderstandings of the question and I hope for the best.
 
Hi If you created EE profiles before and deactivate after what is going to be the answer ?? Yes or No

It will be No. Creating a deactivating Express Entryprofile does not qualify as submission of PR application.

NO - if the application was returned as incomplete, then it was never put into processing. The correct answer is "no."
