Im planning to apply for PR under fsw program and i m the prime applicant. now the problem my spouse birth certificate is not available. what kind of proof can i attach?

if birth certificate copy and its translated affidavit cannot be obtained, then the ONLY way to proceed is get a "proof of date of birth" from Indian embassy.

Source: Personal experience for my wife's birth certificate.

If you are in Canada, this can be applied through BLS (BLS sends it to Indian embassy and gets it back), I dont know about other locations.
 
Hi,
The letter from embassy is not a good idea. Personal experience, my application was returned when I sent it with embassy letters. After that I attached school leaving certificate and was accepted. Later got PER too.

You need to attach school LC (duly notarized like all other documents) and for sure it will work.
