1. Here try this calculator http://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp
2. FSW i think.
3. Once you calcualte your scores, post your results here and we will see your chances.
4. 6 months to process and issue the PR post ITA. This may vary.
5. You need to ramp up your ielts score. The language scores play very crucial role in this system, so if you can get to 8-8.5 range, your overall score will increase.

You should create your EE profile.
With 351 points, you should be in the pool as there are many people within that score range.
Next, try and increase your IELTS scores, both you and your spouse. You have the potential to significantly increase your scores there.
Then research provinces that give nomination to EE candidates with low scores (e.g. Saskatchewan, Nova Scotia etc.)You will get extra 600 points with Provincial nomination. If you increase your scores above 400, Ontario might also contact you to apply for their provincial nomination.
Your NOC is likely to be in demand in alot of the provinces, so you have a good chance with provincial nomination.
So hope is not lost even though you will not get direct ITA soon with that score.
