Need Help about applying Canadian PR VISA?

Hello,

I want to apply Canada PR Visa from india.. Do we need apply the visa through private consultancy's or shall i apply visa for myself in online?

and also let me know when i have to plan writing the IELTS exam? After applying the visa or before applying the visa?
