Need clarification for the immigration process!

Hello everyone,
Background- I completed my 2 year diploma in Business administration ( Marketing) from George Brown College in Toronto and received my open work permit on September 9th.
I am currently working as an Account Manager (sales) in Toronto itself. Unfortunately, it falls in NOC B so cannot opt. for EE and the lengthy procedure itself is something which is holding me back to apply for PR from Toronto.
I have been to montreal 3 times and honestly, I do love the place and would like to apply my PR from there itself and move there.
But when it comes to CSQ and point evaluation I do have some concerns:
1. Education ( will my diploma be considered as postsecondary diploma or technical diploma! not sure if specializing in marketing qualifies it for being technical in any way)
2. Area of training- ( Does on the job training counts?)
3. Work Experiecne- ( any field ? or NOC O, A or B) As i was looking for jobs and I can score a job in telesales(english) but I am not sure that the job should be in NOC O,A or B specifically.
