Hey guys i was hoping if someone can shed some light on my current situation. I am a canadian citizen residing in canada i want to sponsor my wife,she is also currently in canada. We are currently waiting on our marriage certificate we were told it takes about 8 weeks to receive. But the issue is i have some family commitment’s in USA for which i have to stay in the states for 4-5 months. Is there a way we can start our spousal application while i am in USA and my wife in canada ?

You are a citizen, so you can sponsor your wife while you are not living in Canada.
Apply "outland" since you won't be living in Canada with your wife until you return. It's fine that PA is a temporary resident in Canada during the process.
(Do not apply inland)

Agreed with the above. You are good to sponsor. Just make sure you apply through the outland process.
 
wont this create issues in case there is an interview request ? PA and sponsor would have to travel outside of canada to home country for interview right ?

Interviews are generally rare. Sponsor is not interviewed. If an interview is needed then it's for the applicant. If you don't want to apply Outland, then you would need to wait until you have returned to Canada after your 4-5 month trip to submit the inland application.

But there is NO OTHER option. If you want to start the process and live apart.
If you want to wait till you move back to Canada and live with PA, then you can apply "inland".
(that way it will be inland and both PA and sponsor will need to live in Canada together through out the process. so short trips are OK)
