HELLO, My wife's permenant resident card expired 1year ago, she has travel document and now we want to meet each other in other country. So can she leave and enter to Canada without any problems?????

It depends. If she meets the PR residency requriement - then she is fine. If she does not, then she could be reported when she re-enters Canada and trigger a process to revoke her PR status.
