my wife is an american citizen, how can i apply for a visa to canada?

i'm a syrian man, i live and study now in syria but my wife is an american citizen, and she lives now in seattle WA, i can't meet her in america anymore after the ban, but they told me that i can join her in canda, is that possible? and if it is possible, how can i do that? how can i apply for the visa for joining her in canada?

You will have to apply for a visitor visa. http://www.cic.gc.ca/english/information/applications/visa.asp
To be brutally honest with you, the chances of your application being rejected are quite high, based on your circumstances and the reasons for the visit. Also, it would just be a visit. You would have to return to Syria again. However, good luck...
