My wife and work permit during application

Hello all,

I have a quick question. My wife and I have been making an application for quite some time. She lives in Japan and I, the sponsor in Canada. We wanted to submit while she is still in Japan......
would she be eligible for the work permit? Or do we both have to apply from within Canada?

Only inland applicants are eligible for open work permits, so both of you would need to be in Canada.
