Hi,
My boyfriend recently proposed to me, we are going to get married soon, but I have a question:
My current status is student, my student permit isn't qualified for PGWP and it's going to expired in April. As I saw on CIC website, permanent resident card processing time is 43 days, other websites said even longer. Even if we submit our applications now, my student permit will be expired before I get permanent resident card. What should I do to maintain my status illegally?

You don't qualify to apply for a permanent residence card. Only individuals who are already PRs qualify. Once you are married, your boyfriend will have to sponsor you for PR through the spousal sponsorship program. Processing times are around 1 year. Given your study permit expires quite soon, you should apply to change your status to visitor when you are close to finishing your classes so that you can keep your status in Canada legal. @scylla Same situation as mine study permit expires in November 2019. But if change my status from student to visitor then I can only stay 6 months and PR process takes about 1year
