My student permit application was processed in Vegreville, Alberta

I am a little confused here. I live in Barbados, applied for a student permit last year in September and it said approved but after that i never received any letter. I emailed the High Commission in Trinidad, where it was supposed to go and they said it wasnt processed there it was processed in Vegreville, Alberta. I tried to contact them but their call centre is only available to persons in Canada. What should i do?
