My spouse is not in Canada, can i get her work permit through flag poling

I did my Masters here in Montreal, Quebec and currently i am on PGW and have a job of NOC Level A. My wife is back home and rather then applying online for her OWP i was thinking if it is possible to get her OWP through flag poling keeping that in mind that she is not in Canada.

1. Well if she is not in Canada, it will be pretty difficult for her to "flagpole". I assume she needs a TRV to enter Canada.
